A car is up on the curb, throbbing with base, vibrating with music. A pair of cops is on the scene. They
are agitated. The moment calls for immediate action. They step up into the headlights, take each other
into a dramatic embrace and begin to dance. The situation is urgent. This is not a dream. It is the middle
of the night in the city and the police are leaning into one another like lovers. They are all cheeks
and legs, moving in synchronous time. They are holding on and being held, they are all arms, and all
dis-armed. And it is happening everywhere...
This project engaged various local groups, from mock uniformed security and police agencies, to members
of Toronto's diverse tango dancing community. The idea of emergency, beyond the maintenance of
basic survival, includes something more subtle and humane. Conflating vulnerability, desire and beauty
with official civic duty complicates notions of security and authority. Police and security officials
will respond to emergencies of passion throughout the night, in what appear to be a rash of spontaneous
outbursts. And like in a utopian fantasy – uniformed officials will be seen together in intimate embraces,
ballroom dancing all over the streets.
